RNAS Policy on Salvaging Aircraft - Source?

The Royal Naval Air Service put a great emphasis on bringing as much as possible of your aircraft back even if you could not fly it home.  Considering that many RNAS sorties ended up in seawater on a regular basis, this is certainly a reasonable policy.  But was this explicitly laid down as an order, direction or other top-down policy or was it a shared expectation?  I would be most grateful if anyone can identify a source.

thanks,
