I do know my husband's grandmother is in the photo and she was an expert in embroidery. She brought this skill with her to the United States after the war. If so, perhaps something to do with manufacturing woollen/ cotton material This is just a guess. Perhaps someone will know what the wooden (?) boards are for. This ensured a consistency in positioning badges, etc. in the correct place, as laid down by regulation.
