The name in capitals in the first line is not Amsterdam.  It seems to end in -ER and is about the right length to be ERZBERGER.  Matthias Erzberger headed the German delegation to the Armistice negotiations.

The document definitely says 'Imperial Chancellor' (by then Friedrich Ebert) and I'm now pretty sure, having played with the image a bit, that the name on the top line is ERZBERGER.

Now it starts to make sense. Thank you Siege Gunner. So is this a message sent out to all units on the 11th November?

My second post was in answer to a post by IPT, which he now appears to have deleted/hidden.

There were standard messages that were cascaded to all units, but I suspect this one was specific to the Brigade served by this particular Brigade Major.

Interesting to see the name Liebknecht appearing. Presumably Karl, but the prospect of him ever serving in a government under Ebert seems particularly remote.
