Capture of the SS BRUSSELS

The SS BRUSSELS (Capt Fryatt) was captured sailing to Holland by the German TBs G101 and  G102 on June 23 1916. Could someone please tell me why this area was not patrolled by the Royal Navy or the RNAS and why was the BRUSSELS aloud to sail unprotected on such a dangerous route . Many thanks.
