Never seen anything like that before, why do think it’s from WW1

what are the measurements, as it looks to long for a Trench Club

+1, no use at all in a confined space. If it actually is a weapon it looks more suited for use on horseback which would make it a lot older than WW1. But then you would expect to see something a lot more dangerous on the end than just a couple of large pins. My guess is that it was made for some other purpose.

My guess would be a scourge flail, it looks very unpleasant but non lethal and possibly finds its use in self flagellation for religious reasons. The sort of thing more popular 5-600 years ago than today. Something, I am happy to say, about which I can't contribute anything more.

They are also used, apparently, in the threshing of corn to seperate husk from grain.

I thought of a threshing flail but they are normally made of wood with wood batons at the end. An iron or steel one would mean unnecessary weight and effort. I think the scourge flails would have been something like rope or plaited leather but to know for certain you'd have to be a medievalist or have gone to the wrong sort of boarding school.
