Think that depends on age - think original was powder and then water based [as a solvent] and later a more waxy compound [don't know what sort of organic solvent might be needed in that case - or if at all desirable on old webbing, I worry that it might not be!!!]

If you are unconcerned about the grubbyness of a bag, you can always use the washing machine on it - I have in the past and it works. Put the bag in a pillowcase to help stop the buckles from thrashing about and put it on a hot wash. May well come up like new when dry.
