Could it be that this is a device for carrying out a roll call ? Those "unemployed" have one parade and then the others,"employed", who may return later have theirs. This incident was actually during training in England, so perhaps one company was 'employed' clearing up the camp ready to move on and the other companies had no specific duties? BillyH.
