I have read somewhere that the Cross could be excluded at the request of the next-of-kin. In these circumstances, I am taken by the epitaph,also contributed by the next-of-kin. Such a plain stone was used at the request of the next-of-kin as you state - either because of the beliefs of their particular sect of Christianity or because they had no religious beliefs at all.
