Could someone identify the collar badges and tell me anything about this mans uniform. I do not know when this photo was taken either and are doubting if it is WW1. 

 

Any help would be great thanks

Thank's I was thinking it to be a St John's Ambulance Brigade Uniform But could not be sure. But it would be nice to be able to put a date range to the photo.

Looking at the collar dogs, it is possible - it's quite indistinct - that he's wearing the fleur de lys badge of the Manchester Regiment, introduced in the 1920's. That would tally with the lady's fashion (and his hair cut). Some description of 'blue' uniform.
