im pretty sure it is remnants of the asbestos pad, (a material used frequintly in gas masks also) which would normally have been covered with the woolen material normally associated with Brodies of this era.

i have a type b but without the "doughnut", and where there is minor moth damage there is a white similar material visable.

Safe if displayed correctly, but wouldn't put it on!!!
