I forgot to mention and I'd like to add that Woodsend wrote his "medical report" in the "we" and "I" form. So did he write "we decided to give the patient chloroform and to..." referring to the deliberation between him and the veterinary officer; while he wrote in the "I did" form when he gives the chloroform, amputates the leg and bandages the wounds...  The "problem was then what to do with him" (a second deliberation among the 2 officers) was then answered by the corporal "He is on the strength!" from whereon Woodsend resumed the paperwork and ATS injection just like he was treating a (human) soldier...
