So far then we have Rifles and a cyclist wearing it!  I would say very early 1900s with the VR insignia and possibly that very sort space of time when the "Slouch " hat was universal headgear. 

 

Precisely!  I would say after 1902 and before the formation of the TF in 1908 (at the very latest).  Most VB cyclist companies (usually one per battalion) were formed 1900-1901, the slouch hat was ubiquitous between 1902 and 1905.

Unfortunately the KRRC-style crowned maltese cross was widely used as a cap badge across the rifle volunteer movement, so very difficult to use that to narrow things down :(

A very small badge (almost collar badge in size, which was frequently used by rifles units as a pagri badge and doubled for slouch) in silver rather than black.  That might help to narrow things down a bit.
