local newspaper lists of men fighting

Dear All,

Our local weekly newspaper, Somerset and West of England Advertiser, published not only lists of those KIA, but also rolls of honour of those fighting at the Front. However, the lists are not all inclusive (would have taken a lot of page space if it had been I suppose) - does this indicate that families put names forward for inclusion? did they pay a fee for this? His name appears weekly for some time.
