Looks like sergeants stripes on their sleeves, the womens organisations did not have army ranks. The very unmilitary hats The white summer dresses and white stockings. I must admit that looking closely, both tunics do up with buttons on the wearers right which certainly in modern dress indicates male clothing. Though the similarity of hats and skirts did indicate some form of 'uniform'. However, I've now had them under a magnifying glass; the 'flower' object is still not identifiable and the brass shoulder badge on the older women is not visible either. BUT the sleeve badges on both are very clear - they are (red) crosses within a (light colour) circular patch.
