another 18 lb cartridge case marking

Hello all, my question mainly concerns the fuse markings doe's anybody know what the over stamped WR means ? also the c27 by the Canada mark.?

I see from an earlier post that the circle enclosed number 1 on the main case may be an inspectors mark would this have been common as you don't seem to see it on all cases ?
