Fortunately, our city Photograph archive (which is enormous and goes back to the 1850s) happily reproduces any of their photos for 7 euros (roughly A4 size). This fee includes all publication rights.

The National Archives say that all their documents and photos are in the public domaine so do what you like.

Two sensible attitudes, just for once. Of course, they're foreigners and don't understand the law.
