In the RFC I noticed on a record the term 'Flying under Inspection'. What is this as opposed to Flying under Instruction which is obvious?

In airlines in more recent times it meant having an inspector in the 3rd seat in the cockpit to make sure the crew's flying was still up to scratch and all the rules and regs were still being followed. Something similar with an inspector in the instructors seat?

Could it be a final "check ride" for licensing/certification/other reason. As contrasted with taking instruction.

Or a pilot who has been wounded/ sick returning to duty and being checked out

The pilot in the document crashed while flying under inspection. That must have been a surprise for the Inspector.
