"75 DE C" means "de Campagne" or "Field" H is the manufacturer, Trefilerie et Laminoires du Havre a Gravite (excuse lack of accents) "699L" is the Lot number and "17" is the date, 1917. My 75 case has additional stamps showing that it was filled/refilled by the naval arsenals at Cherbourg and Rennes, and yours should have corresponding stamps showing where it was filled.
