I'm guessing the RE is Royal Engineers?

On a separate note, the Watch and Ward Department of the Railways was responsible for the protection of railway property, as well as property entrusted to the railways for delivery. So maybe the RE took over that responsibility during wartime?

Or it could be 'East India Company Railways' The EIC formed three corps of Sappers and Miners with UK officers. Bengal, Madras and Bombay. They actually built the first Indian Railway.

Is the ERI Edward Rex Imperator? that woud fit with the Indian connection as would the poor quality of the casting. Interestingly a quick google also reveals the existence of a Watch and Ward Department in the Central Assembly later to become the Indian Parliament to provide internal security.

Yes that is the correct meaning of ERI. It was used for quite a lot of Indian insignia, as was VRI before it.
