Help, please, if possible in identifying memorial

I’ve found this photograph in a box of family pictures. There is no identifying information on it at all. From the context of the other photos, and the source of the box, I think there’s a possibility that the memorial is either in Cheshire or North Wales, but I may be entirely wrong.

The soldier on the central higher plinth is seated, legs parted, looking to his left, in uniform but no headwear, with a gun (?) hanging limply from his right hand.

The small figures on the lower left panel echo Gassed by J Singer Sargent. They are all upright.

This is a reduced and heavily compressed image of a much larger photo. I could provide magnified sections if necessary.

If anyone is able to help me identify the memorial, I should be very appreciative.
