Recruitment in the West Riding

Friends of mine have been looking through the Halifax papers for 1914 and have noticed that there was disappointment at the slowness of voluntary enlistment in the area. I have also read somewhere (for the life of me I can't remember where) that the government were considering appointing a commissioner to look into the reasons for poor recruitment in the Halifax and Huddersfield areas.

Can anybody confirm that this was the case and point me in the direction of some reference material I could look at as it would be interesting to discover the reason for this if it is correct.
