Norwegian uniform?

The surname begins with "J" and ends with "-borg," and the word "April" is Norwegian. The uniform and headgear aren't Danish, Swedish, or Finnish, so that seems to leave Norway.

A stamp on the back reads "John Eglund" and then the rest is indecipherable.

Any ideas?
