SWB as sole entitlement

Hello, I apologize if this has been discussed before but would a soldier whose sole entitlement is a Silver War Badge still have a Medal Index Card? Or would one have to go to the SWB rolls to learn if the soldier was dismissed under King's Regulations 392.

Does sole entitlement to a SWB mean that the soldier only saw home service or was it possible to go overseas and only qualify for a SWB?

A SWB would normally mean that a MIC would exist for the SWB. It would not be possible to serve overseas in a TOW and qualify only for the SWB and not a medal.

No he could have an SWB card and not an MIC. I had a Great Uncle who had an SWB card but no MIC

In theory he could serve in India and not have an MIC as Indai was overseas but not for the most part a TOW
