Canteen personnel losses in May 1915

In comtemporary lists of RN deaths, Joseph Azzopardi and Alfred Grima, Canteen personnel, are shown as killed in May 1915. Neither appear in War Graves lists. I am trying to qualify or disqualify these men as casualties.

If these men were Commonwealth civilians serving aboard RN ships lost due to enemy action, they would probably have qualified for war grave status (I say that without knowing the details).

However, if they were foreign national civilians, they would not (unlike foreign nationals serving in the Mercantile Marine who did qualify as they were members of a British 'force').

If you give me more details, I may be able to comment more accurately.
