Russian army, after 1908. If you could look clearly at his shoulder straps it might tell the exact unit.

This is mine grandfather he was lithuanian but serve in Russian army around 1914 . Can somebody recognize what kind of army he belongs.

Yes, a high resolution scan of the shoulder may answer your question.

This actually leads me to wonder how one researches a Russian soldier in the Great War?

He's wearing the 1907 pattern Russian dress uniform for infantry. The shoulder boards should give you the regiment number.

very hard to say no 23 or 28

He could have belonged to the 23rd Nisov Infantry Regiment, 6th Ostrov Infantry Division, or the 28th Polotsk Infantry Regiment, 7th Voronezh Infantry Division.
