Certainly looks like it and should be right upper sleeve as you say.

Seems unusual but then again could it be a Rifle Brigade specific tradition i.e a competition Skill at Arms badge ?

It had been common practice for some years for rank and file to wear proficiency in skill at arms and trade badges on the left forearm and I suspect that in the absence of information to the contrary that is wear the regimental tailor sewed the badge. Wearing on the right upper arm was more usual for NCOs, but presumably someone in authority decided on special treatment for this particular weapon system's operators.
