Its a Uniform but I'm not sure if its military. Could it possibly be a police chief? It would be helful if I could confirm or otherwise if both photos were taken in Washington DC. Old Tom I should add that there are also policemen in both photos but not in as grand a uniform. There are also British and American army officers (and some civilians).
