It's American in 1918 but is it military?

I enclose snippets from two photos from different sources. I think they are the same man

One is definitely in Washington DC. Its a Uniform but I'm not sure if its military. Could it possibly be a police chief? It would be helful if I could confirm or otherwise if both photos were taken in Washington DC. Whilst one is from a series with clear clues as to the location (like the White House) the background on the other is very unclear

I have seen very few American policemen; these chaps, or this chap, seem to be the correct build.

I should add that there are also policemen in both photos but not in as grand a uniform. There are also British and American army officers (and some civilians). This guy (or guys) stand out

He might be a Civil War veteran in the Grand Army of the Republic. He looks to be over the age of 55 or 60. If the badge he is wearing could be magnified it might provide a clue.
