Like all apothegms and paradoxes, this has in it a considerable measure of truth. Our soldiers have been on the job now for a year, and the purpose of this and the following chapters is to consider what progress they are making. Before taking up the more technical side of their tasks it is well to consider the influences that surround them and aid or thwart them, in Politics, Finance, and Industry.
