Likely issued with an exemption certificate to an essential occupation worker or a soldier of previous service. There was a similar pin issued by the Food Board to farm boys. John Gilinsky Posted 17 December , 2010 Share Posted 17 December , 2010 My understanding is that this pin dates from late 1916 or 1917(possibly even later) and that it included or was focussed on particularly those men who had been declared physically unfit to serve and/or returned soldiers who having successfully convalesced and wished to return were declared "honourably exempt."
