Or might the badge be a version of the Special Service Section emblem of the TF, a large S, with a tiny s buried in the two loops of the S, all in a circle?

I've blown the badge area up as far as I can - there does seem to be something in the corresponding areas for the two smaller S's, but very indistinct:
