He wears the Royal Arms cap badge, which was worn by officers on the General List, i.e. before assignment to a specific unit. The same badge was worn by the Labour Corps, though I must admit I'm not sure about officers.

THIS and THIS (obviously the same man) are the only MIC's that fit the bill, but your man is not wearing a Staffs Yeo cap-badge. Any chance of a better look at his uniform and collars?

If Staff Yeo, he could have been on General List prior to assignment there...perhaps?

I agree with what you say about the General List; we won't really be able to tell without a bit more info from Hartley.

Regarding the 'look' of the VF men; there was a very definite 'look' to the VTC, but this changed when it became the VF. The uniforms started to look very similar in many respects, and I'd say that it is possible for the chap in Hartley's photo to be a VF man. We'd need to see a bit more of the photo (particularly the collars) to say much more about him, though.
