I agree with what you say about the General List; we won't really be able to tell without a bit more info from Hartley. Regarding the 'look' of the VF men; there was a very definite 'look' to the VTC, but this changed when it became the VF. The uniforms started to look very similar in many respects, and I'd say that it is possible for the chap in Hartley's photo to be a VF man.
