He is wearing the Economy Service Dress (ESD) issued 1915/1916 typified by the lack of pleats in the pockets and the absence of extra material on the shoulders. The ends of the scroll on the Beds Rgt cap-badge point slightly downwards (visible at about 8 O'Clock and 4 O'clock on this image), as opposed to those of the Suffolks which wrap around the bottom of the emblem.
