Identity if possible please

This medal belonged to a relative who served in South Africa and WW1 (Salonika) (RE). Sorry for the poor shot (scan of a photo copy of a photo!). The person who had the original (and photo) is no longer contactable. Is it WW1 and if so what is it please?

It's the British Empire Medal, established in 1917.

With that ribbon it is post 1937 & a Civil award

What is the recipients full name??

If he died in 1928, and wasn't in the military, the ribbon should be plain purple. If awarded before 1922 the medal would be suspended from a ring, and of a different design.
