Engagé Volontaire is an authorised clasp on a number of French commemorative medals including those of the Franco-Prussian war of 1870/71, WW1 and WW2. Although the WW1 version was later replaced by the Croix du Combattante Volontaire. The wording means literally that the recipient enlisted voluntarily. Both the WW1 and WW2 variants are officially rectangular whereas the 1870/71 is described as an oriental design. There are a number of different variations but I can't say that I've ever seen one like yours. See http://www.medailles1914-1918.fr/france-medaillew.html for a few more examples.
