Do you mean Axis (Germany Italy & Japan) or the Central Powers (Germany, Austro Hungarian, Bulgaria and Turkey)? If the first this is WW2 and definitely off topic

Mean central powers, as these look WW1.

With the second one, I cannot make out the colours of the braid, but German, prob Artillery, Major (or Generalmajor?)
