To be honest it doesn't look military to me and wonder if it's associated with either sheep rearing or best in a County Show.

It's not an underworl badge in honour of taking part in a certain number of ram raids?

I do wonder, though - does the bar with colours have any relevance?

The colours would put you in mind of the Mercantile Marine War Medal. Perhaps it's a badge recognising a certain number of trips from NZ/Australia bringing frozen lamb to the morther country?

Or maybe not....

I suspect it's vintage is later than WW1 however..

I think it's a Ram from Young's Brewery late of Wandsworth, now unfortunately of Bedford. I believe they gave a badge or tie to any one who had a pint at each their pubs and had a card signed by each the landlords.
