I think each one of the stars denotes 5 years service in a TF unit but I do stand to be corrected,

That makes perfect sense - he served 10 years in the 4th King's Own Royal Lancasters.

The period for qualification did vary a little but .... YES!

Also VF up to 1908.

Be very careful of one star on its own ...... can mean 'proficient in distance judging' for Regular army.

It can also indicate a French General of Brigade.
