Based on 'Storm of Steel' and other accounts, I suspect the following. Firstly, stosstruppen took heavy casualties during the Spring offensives. Numbers were further reduced by the effects of flu'. It will have taken time to recover fighting effectiveness, both through recruitment and training. By then, the Allied offensives had started. Eventually, everyone was needed to resist the Allied advance as much as possible. Local counter-attacks were attempted but there was never the capacity to plan or conduct a major offensive.
