Pte R Whittemore - Notts regiment and 22nd london

I am trying to find out when the service numbers for my grandfather were issued if anybody can please help?

His name was Richard Thomas Whittemore and he was a boy soldier during the First WW and I am trying to research more about his service. We have checked the national archive and his records appear to have been destroyed as many others were. However we found his medal card and he was in 3 regiments. They are:

Bedfordshire number 45518

Notts/Debyshire 103118

22nd London 699155

Steve at Bedfordshire has said that the first number would have been issued in March 1917 but I am sure he joined up when only only 15 years old in 1914.

Can anybody please help me to identify when the other numbers would have been issued?
