Mystery Uniform

Can anyone identify the uniform in the attached photograph believed to be taken in 1914 as I don't know anything about naval uniforms of the time. The gentleman depicted is believed to have joined up as an engine room artificer. The cap badge is a crown surmounting an anchor, the lapel seem to have embroidered four bladed propellor motif with an M either side. I could not find his service record in the ADM188 online so maybe he was an officer? Many thanks
