Naval Petty Officer's uniform emblem

This pic was taken in WW1. I think he's a petty officer but am not sure what the emblem might be. Not a very good image alas. Any thoughts?

Dom,

Is that the full pic? whats on his right arm. Cannot make out what is above his breast pocket, the only things that go there would be medals.

I think it is just damage or imperfections in the picture, Navy trades and so forth are on the left sleeve. It is possible that the negative is reversed. But I am certain the mark on the chest is a flaw in the image versus something on the tunic.

That's the extent of the photo pertaining to the Petty Officer. What you're referring to is the band of his brother's naval headgear. Not much more I can add, I'm afraid.
