medal cards

Hi all my grandfathers medal card has just been released on ancestry and as it shows the reverse side it was interesting to find his address at the time but also this, I know he was in the met police from what my mother had told me , but what exactly is this doing on the back of his medal card ? and can anyone make sense of what it means or says

I think it reads "Commissioner Metropolitan Police forwards Roll of Police Constables entitled to medals" and date 12/1/21.

Thanks Steve , this might explain why my grandfathers raf sevice was very short I didnt realise he joined the met police so early , as he was in the force during ww2, I still dont understand why this was on the back of his cards unless his army and raf records were forwarded onto the met police ,
