"Home Front" battles

A question that has arisen in my head is : "how do we categorize actions fought in areas not normally considered part of the WWI war zones" - such as the artillery duel fought between the Hartlepool garison and the German battlecruisers on 16th December 1914 ? And the air battles over the UK, and indeed some over Germany ? Would defenders have been classed as being "in action on the home front" ? What about the attackers - e.g. how did the Germans describe the British and their own land zone ?
