when was he discharged ?

If he died after his discharge then that may explain why not on cwgc (not on soldiers died either)

Nothing in GRO Overseas, Battalion Roll of Honour, FreeBMD, CheshireBMD or LancashireBMD.

However, MIC notes DoW as 15/4/17 and has a SWB roll reference.

Name, age and Manchester area connection suggests he might be the William Hartford Dover, birth registered in Bolton in 1880. Although he could be the William Henry Dover registered in Berkhampstead same year.

The only thing to do, if manchester regiment wants to take it further, is for him to get the certificate for the Somerset death and confirm that there's a DoW here. Terry would then be able to make the submission to CWGC.

I got the death certificate for W H Dover and it confirms he's the Royal Fusilier, commemorated by the Commission, who died on 22 May 1917.

Unless further information about the Manchester man comes to light, I don't see this going anywhere.

Looks like this was a simple error on the MIC: the SWB roll and pension ledger show that he was discharged on 15 April 1917, not died on that date. From his service papers it appears that he signed for his medals in 1922, so not a non-com.
