Colonel Norman Anstey - War Office

Tom Barbour records that Colonel Norman Anstey from the War Office visited the South Africans on 1st September 1916 -they were then in the Vimy Ridge Sector. A few days later he records that Col Anstey stated that "we are to get 3/- a day".

Who was Colonel Anstey? Was he South African or British? Why would he impart the news about the increase in pay?
