I have a copy service record of a Boy 2C who entered the R.N. on 16/5/1905, & his Previous Occupation is T.S. Boy. So I would also take it to mean Training Ship Boy. Training Ships were one of the ways of dealing with boy orphans, and I suspect, minor youth offenders.
