Naval uniform ID please

I would be very grateful for any help identifying this photograph. It was with old family photos dating from 1914-18 but I do not think it is a relative.

I think I can make out the letters "RNV" (RNVR?) on his cap but could be wrong: is it naval? what is the uniform? Is it 1914-18 vintage? What's the ribbon by his pocket?

(I may of course be miles off here, as the jacket appears to be plain and perhaps civilian rather than military?)

Hi Mark,

Certainly Royal Naval officer, not sure I can see the RNVR on his hat, as to what is on the pocket it looks like a leather strap over the button for securing a watch or more likely a whistle.

Got it RNV Royal Naval Volunteer. Looks a good battered hat.

I believe RNV officers of the RND wore this badge prior to the bronze version.
