That's 'Freeman' rather than 'free man'

Today the 'Freedom of the City' is an honour which a civic corporation in the UK can choose to bestow on its most worthy citizens or its very distinguished guests, who would then become "a Freeman of the city of ..........."

In medieval times the honour included certain rights eg; the Freedom of the city of Newcastle included the right to free grazing for your cattle and sheep on the Town Moor. Today the honour can also be given collectively to a body such as a regiment which might have a strong association with a particular town. In such a case when the regiment is marching through that town they are allowed to do so with Fixed Bayonets, Colours flying and Drums beating.

Ludlow did that for the Royal Welsh Fus., it was great to watch the Regiment march through the town.
