Telephoned Orders, Who Actually

Pals:

Does anyone know the rank of the officer (equivalent to a Brigade-Major, I would think) who would actually have been the one to pick up the phone and transmit the order in code to ready the German units to go over the top at 2nd Ypres. The secret code was 7,7,7,7.
