CP armband ?

Can anyone provide any information on the attached picture.

I believe the regiment could be the Buffs but have no idea what the armband is.

Grateful for any info.

Can`t help with the CP. I`m wondering why he`s carrying what looks like an infantry pattern sword. Badge looks like Buffs. Perhaps an officer`s charger? Unless the CP is some kind of police which necessitates the horse and sword? Phil B

I think that it is a posed picture as a mounted soldier? he is not wearing any spurs.
